Prohibition of inhumane or degrading treatment and torture

What does the duty to provide humane and dignified treatment involve and how to evaluate whether there has been a violation?

Everyone has the right to humane and dignified treatment. This means that the agents of the State must not only avoid treating you in an inhumane or degrading way, or torture you, but must also actively protect and investigate any case where such treatment has been done by someone else.
